Uploaded my favicon.ico in Binary mode in the FTP program (FireFTP add-on on Mozilla Firefox)...
This is my "head":

If you are using Microsoft's Internet Explorer then the problem is usually the browser. IE has had problems displaying favicons since version 5. Some sites show the icons properly in IE, some don't. I've never read anything that explains this.
My favicon, using the same code as yours, works in Firefox, Opera and Netscape but not IE - well sometimes it does. For example, if I go to my site in IE - http://brisray.250free.com/ then the icon does not show. If I then go to another site then click on the Back button to get back to my site then the favicon appears. This also happens when I looked up some sites that may be useful to you

I also had a look at your site in all four browsers and your favicon did not appear in any of them. This makes me think that perhaps there is something wrong with your favicon, but when I downloaded it, it seems OK.
Sorry I can't give a definitive answer but this seemingly simple item is more complex than it looks.

Clean the cache on your server as well as on your browser. Most of the favicon's problem that I've seen is due to cache _________________ BromaCleanse

Unfortunately, resetting the server's cache is not an option for most users. As I pointed out last year, the problem is also more complex than a simple reset of any cache - either on the users own computer or on the server.
I'm not saying that resetting the server cache will not work, just that it's not guaranteed to and it's certainly not something the average user can do.
I've been running my own servers from my basement for several years, and resetting them seems to make very little difference. Until I rebuilt one of them earlier this year, it only had new files added to the sites it hosts - it hadn't even been rebooted for nearly 2 years and it had no more problems of any sort, including the favicon than other, newer servers.

By coincidence that server died last weekend. I noticed that there was something weird going on with the raid array so opened it up to look at the drives. What I found was that there were four blown capacitors on the motherboard. Oddly enough it was still serving the web sites, just not writing new information to the mirrored drives. The entire PC has now been replaced with one that I had lying around - I had to blow all the dust and rubbish out of that one as well!

lol, yeah, I know. I was remodelling the house - and still am - and the computer had to be moved anyway. I also wanted to upgrade the OS from Fedora 6 to Fedora 11.
The only reason I'm remodelling the house in the first place is because of a bit of a problem with termites. Then pulling a ceiling down I found a bunch of 80 year old wiring which needed to be replaced. My wife has also been bugging me to get the cellar (where the server is) waterproofed for the last 4 years and so 6 months and $15,000 later it goes on and on and on...
